The white graphite was the finish coat.  It was applied starting with the fill coats (to fill the weave of the fiberglass cloth) on-ward.  It was wetsanded and polished for a final finish like the regular West 423-based graphite coating.  The discoloration was classic surface fouling and was a pain to get off.  Abrasion-wise it worked very well with only minor deep scratches.  More R&amp;D is required I guess...
